The visual for the membership NFT (e.g. a digital citizen card) that grants candidacy and voting rights. Existing NFT collections can also be reused.

03 — Steps

How to build

7 STEPS / ~61 min

Log in to T&T and complete the "Basic setup" and "Collection setup". From here, set up the "Membership NFT" that grants voting rights and the "Voting events".

Register the membership NFT

In Admin → Token issuance, click "New". Choose "Simple" and "Delivery URL", then proceed to detailed settings. On the next screen, upload material A — the membership-NFT image — adjust the settings, and click "Save changes". The token is now ready to issue.

Find the delivery URL in the token list

Open Admin → Token list and find the NFT you just created. Copy its delivery URL or QR code, and use it to distribute, transfer, or sell the membership NFT.

Create a voting event for each candidate

Once candidates are confirmed, create a voting event per candidate. From Admin → Events → New, enter the candidate's name, platform, and other details.

Restrict check-ins to NFT holders

After creating the event, restrict voting to membership-NFT holders. Find "Holds at least one token" in the settings, check the box, and save.

Set up the vote-participation item

Create the item to distribute to voters or supporters. From Admin → Items → New, choose "Belonging" as the item type and upload material B.

Distribute the vote-participation item

Open the event page from Step 3 again and configure "Reward item". Select the image you uploaded in Step 5 and click "Save changes".

Announce and vote

Publish the voting event page, and membership-NFT holders can cast their votes. Bulk-export the voting event URLs as CSV for convenience.

Q.01 Does this conflict with election laws?
This recipe is intended for community-internal or fan-internal decisions and symbolic voting events. It is not a substitute for legally binding elections under Japan's Public Offices Election Act. When used as part of municipal city promotion, please clearly state that it is "an event in a virtual space, not an election under the Public Offices Election Act."
Q.02 How can voting fraud be prevented?

Requiring possession of a membership NFT to vote ensures one account = one vote. Combined with check-in limits and time windows, multiple voting can also be prevented.
Q.03 Can voting results be revealed in real time?

Yes. Vote tallies can be monitored in real time from the admin panel. Vote counts (check-in counts) are also visible to participants externally.
Q.04 Can we start without an existing membership NFT?

Yes. You can issue a membership NFT through T&T first, or repurpose existing NFT collections (hometown-tax thank-you NFTs, fan-club passes, etc.) as voting credentials.

Digital Sanjo Mayoral Election 2025

Holders of the Niigata Prefecture Sanjo City–endorsed NFT "Tsubame-Sanjo Master Guardians" were positioned as "digital citizens", and Japan's first digital mayoral election was held — with candidacy, public debate, and voting all conducted in metaverse space and on Discord.

Candidacies were accepted from December 1–5, 2025; the public debate was held on December 20 in a metaverse space; and voting took place on a Discord server from December 21–22. The elected digital mayor holds, for one year, planning rights for the digital-citizen DAO, naming rights for Virtual SANJO, and decision rights over the space's design.
